2. If so why?
If you did it, unless you can affirmatively push responsibility on someone else, you have to make restitution for the damage you did. Accident or no, if you hurt someone, you have to make them whole.
Will your courts impose any punishment other than ordering restitution (which in many cases of criminal violence, will never be (fully) paid)?

There is a long history of that kind of thing in that part of the world. Murder your own people in some outrageously horrible way and try to pin it on your enemies for propaganda purposes. These are not civilized people.

Supposedly there is video showing secondary explosions, indicating Hamas was using the hospital (as they do) as some kind of storage or a rocket launching facility. Also, Hamas is supposed to have announced right before the explosion that they were launching big rockets at Israel. Which may have prompted an Israeli counter strike, which may have hit the hospital (hence the secondary explosions).
We may never know, but regardless of whether it was a bad Hamas rocket (they are made out of water pipes, after all) or an Israeli counter, it still goes on Hamas’ ledger as a debit.
It is amusing to watch our media switch from flyspecking reports of beheaded babies to uncritically publishing Hamas’ claims.

One theory is that Hamas was hiding a cache of missiles in the hospital (they are known to do that kind of thing) and that’s why there was a huge fireball when their launch attempt failed.
For whatever it’s worth:
evidence suggests that Hamas may have been responsible for the rocket that hit the hospital, causing a potential mass casualty event. Here is video that is going viral on social media that is said to show the moment of the explosion at the hospital:
From what I have seen, the initial impact was not the real big explosion (the missile broken in 2 crashed in the parking lot and in part of the building), but the warhead on that improvised Hamas missile – made from dug up water pipes – triggered secondary explosions. My bet is they were hiding weapons in the hospital and their improvised missile bit them in the ass in what looks like a nice twist of justice.

There’s a law in Cleveland that bans horse drawn carriages from certain parts of the city down by the river (locally known as the Flats) as the hills to get in or out of the area were too steep for carriages to safely navigate. Due to the way the peddlebuses (seats 8-12 people who have pedals and cranks to move the vehicle from bar to bar) are licensed, they fall under the ban as well.
