How did the Spanish Crown extend its authority over this faraway territory? How did colonial institutions evolve over the first century of Spanish rule? What general lessons can we learn from this case?
To do this, the Crown effectively outsourced the task of conquering territory to freelance “conquistadors” and relied on an institution of indirect rule, the encomienda, to administer these new holdings. The California experiment in marijuana legalization almost certainly is so hobbled by rent-seeking from various government hangers-on that it effectively negates the social benefits of legalization in the first place. I remember getting a gander at this at a talk I’d heard at my club. The entire “legalization” proposal was all about which favored interest groups would be allowed to reap the benefits. The legalization advocates were even bigger opponents of “Big Pot” than your average social conservative drug warrior. It almost leads me to think that the best thing for the marijuana business would be for a deep red state to go the legalization route and let them actually run things like a business, like tobacco or whiskey. Although it would be pretty funny if, thirty years from now, the capital of the marijuana business was in the middle of the Bible Belt.

In vacating Bill Cosby’s aggravated assault conviction on Wednesday, the Pennsylvania Supreme Court also overturned what had been considered a milestone win in the long, difficult battle for dozens of women who had accused the comedian of misconduct.
Sixty women have accused Cosby, 83, of a variety of offenses, including groping, sexual assault and rape as far back as the 1960s.
Cosby has repeatedly denied all allegations of nonconsensual sex and did so again on Wednesday after his release from prison.
When Cosby was convicted in 2018, activists considered the jury’s decision a landmark in the movement to hold alleged sexual predators accountable.
For all but one Cosby accuser, the statute of limitations had passed by the time a deluge of accusers went public in 2014 and 2015. That was Andrea Constand, who accused Cosby of drugging and molesting her at his Pennsylvania home in 2004.
There were less than two weeks before the statute of limitations expired in Constand’s case when Montgomery County District Attorney Kevin Steele filed charges against Cosby. A decade earlier, prosecutors had declined to press charges.
Steele was likely motivated to bring Constand’s case to trial, despite prosecutorial difficulties, in part because of the dozens of women who came forward against Cosby, NBC News legal analyst Danny Cevallos said.
“This was probably seen as a piece of symbolic justice,” Cevallos said. “That if they could find one person for whom it might quietly vindicate or somehow bring justice to the women who could never bring their case because the statute expired.”
They let him off on a technicality. What a tragic miscarriage of justice.
If “technicality” means “the law, as written and enacted”, then sure.
It wasn’t the statue of limitations that the Pennsylvania Supreme Court was upset about, it was the fact the prior DA said he wouldn’t prosecute Cosby in order to force Cosby to testify in a civil case. And then the next DA used that testimony to convict Cosby.
Apparently, the 5th amendment of the US Constitution should not apply for really bad defendants.
Many are now urging PA legislature to eliminate statute of limitations for sexual crimes. Why should the ability to bring a complaint be unlimited? How can an accused defend himself over something that is alleged to have happened forty years ago? Most of us can’t remember what we had for lunch last Wednesday, let alone what one might have said to a co-worker or date decades ago. Someone commits a crime against you, unless you were in a coma, you should get no more than two years to report it and toll the incident.

Not sure if it really gives enough of a performance boost from 9mm. Originally, there was a distinct terminal ballistics performance gap between 9mm and .45 ACP, but I believe that gap has largely closed as 9mm rounds have been improved.
I wouldn’t get one, because I already have 9mm and .45 ACP, and don’t need another caliber.
Both out of a 5″ barrel (data from Quickload), both loaded to 85% of max pressure spec:
9mm loaded to +P with a 147 grain HP: 1011 fps, 452 J muzzle energy
.40 S&@ loaded to SAAMI with a 200 grain HP: 952 fps, 545J muzzle energy
I’d say 90 more J (20% increase in muzzle energy) is a significant boost over the 9mm.
I want to say I saw an article comparing terminal ballistics performance in gel (not muzzle energy), which found that there’s really not a big difference between .40 and 9mm, but I can’t be arsed to try and dig it up.
What does Quickload have for comparable data on .45?
I could see it if I didn’t already have a 9 or a .45, or enjoyed “caliber creep” ammo stocking.
I had to use a different powder to keep the pressures in line (Winchester 231 vs Hodgdon Titegroup for the 40 and 9).
With a 230 grain Hornady XTP bullet:
922 fps, 588J
With a 230 grain round nose:
918 fps, 584J
I probably ought to run the others with a slower powder to see if I get better performance with the same bullets and OAL.

One of my favorites. I used to be a .45ACP snob, but over the years have come to appreciate the .40 “Short and Weak” for its increased magazine capacity over the .45 and higher muzzle energy over the 9mm.
Probably the best compromise I can think of, for pistol cartridges.
Although the 10mm Auto is better than all three for those attributes.
It’s fine.
It meets the FBI ballistics test requirements with proper bullet design.
It has more recoil/muzzle lift, and less capacity in the same size gun, than 9mm Luger (which also meets the FBI ballistics test requirements with proper bullet design.)
During ammo shortages, .40 can sometimes be more available than 9mm.
I shoot a bunch of 40. My glock 23s are fun little guns, especially the modded one.

It sounds like they are but they won’t cycle correctly in an auto handgun.
They are similar to how a .38 special and a .357 have the same bullet but one with more powder and energy in the cartridge.
But as OBJ indicates you can and should not try to cycle a .40 in a 10mm or vice versa. .40 is a short 10mm.
40 is a ten with the case shortened, the ten properly loaded has a lot more energy. If you’re talking brown bears a hot loaded 10mm with a cast bullet is marginal but acceptable from what I understand. A .40 won’t cut it for reliable effectiveness but might be OK for black bears.

I live north enough of Annapolis that I don’t know for sure what things are like there. I don’t go often, but that’s mostly because it’s not really on the way to anything except beaches.
Annapolis is the only real self-governing city in all of AA County (the other is Highland Park, which has about 100 people; there are no other organized municipalities), and it has been bright blue for a while. The county itself used to be red/purple but has also trended blue. The relatively low cost of living and doing business has attracted jobs and residents, many from other places in the state (Montgomery and Prince George’s Counties especially), who naturally upon arrival decide to change the place. Of course, I too am a transplant, though I’ve basically lived here all of my adult life.
All that having been said, I believe the Arundel Mills Mall, which is a bit of a hike from Annapolis, remains the premier high-crime area in the county. It was already so before the casino, but it certainly hasn’t gotten any better since. Relatively speaking, Annapolis would have to descend pretty far to approach Baltimore’s level.
