So on that $42B – was it actually spent, or is it in purgatory? Federal appropriations have expiration dates, mostly within a year, when the money must be obligated (a contract in place) and expended (actually moved out of the government to the contractor). If that doesn’t happen, the money isn’t legally usable for something else, it mostly ceases to exist.

If I’m not mistaken, those take the 5 year budget plans and that is what is continued. So FY25 isn’t what was spent in FY24, it was what was “planned” for FY25 but never actually appropriated (which still has to happen before the Executive branch can spend it).

From what I can find, the law on automatic recounts in PA is only for statewide offices and ballot measures, so that law does not apply here. Parsons would have to ask for a recount, and if he is conceding, I doubt he will do that.
I’ve also been looking into some voter registration numbers, ballot returns, and other stuff. When you combine Parson’s concession, the numbers I looked up (not many people claiming cheating looked at the number of unaffiliated voters in the district), Lancaster County’s row offices being Republican except for one county commissioner, and I think the claims of cheating are wrong.
I did find one person that looked at the unaffiliated voter numbers for this election. She thinks it’s crazy that this many people that aren’t a Democrat voted for a Democrat via mail-in ballot. I think depending on the candidates it might not be crazy. It’s not that many people when you look at the raw numbers.
I didn’t go far enough down the rabbit hole to see what types of campaigns the Democrat and Republican ran, or what type of candidates the Democrat and Republican are, but at this point, I say there was no cheating. Also not knowing about the candidates or their campaigns, I doubt this has any greater meaning for the mood of the country at large. But, twitter hot takes don’t write themselves.
I am firmly of the conviction that, even more than cheating to win an election, the real damage that has been done is the complete loss of faith in elections.

Other factors are this is moving from the FCC and their USF slush fund to the Commerce Dept and funneling through the states instead of providers bidding with the FCC directly.
Meanwhile over the past 4 years, you still had CAF II running and RDOF start (and is still going on).
The whole thing is a frustrating piece to watch year after year while some providers use it to do wonders while other use to do a bare minimum of (usually outdated requirements). It’s all going to be multi year because there’s not enough contractors or material to have a one time spike.
My view is that if there’s electricity or phones now, fiber can be ran in. Once it’s in, the electronics on either side can be upgraded over time but the fiber is already there. Wireless is always going to be limited in bandwidth or issues with obstructions.
But it appeals to the same sort who spend millions to figure out short term ROIs and wonder why after ten years they haven’t done anything other than choose bandaid solution after bandaid solution that never work out, are late, have cost overruns etc.
